How multilevel collaboration can drive clean energy action in cities

As Europe races to deliver a clean, competitive, and fair energy transition, cities and local communities are stepping up. More than 400 municipalities are now beneficiaries of the European City Facility (EUCF) — yet many still face a core challenge: turning plans into investment-ready projects.

At this high-level session during the European Sustainable Energy Week (EUSEW), representatives from cities, energy communities, finance institutions, and the European Commission will gather to address how multilevel collaboration can unlock financing for local clean energy initiatives.

Participants can expect real-world insights from cities supported by the EUCF and engagement on new funding opportunities from the new European Energy Communities Facility. The session will also feature the latest policy updates from the European Commission and include broader reflections on the emerging Clean Industrial Deal, the Fit for 55 package, and the upcoming Citizen Energy Package. Discussions will explore how EU instruments can be scaled to help mobilise private finance and examine how collaborative governance and financial innovation can help overcome persistent investment barriers at the local level.
