The 'Federazione dei Comuni del Camposampierese' includes 10 italian municipalites in the Veneto Region and has worked on developing an Investment Concept on NZEB buildings. 

Following the development of its Investment Concept, FCC is committed to the energy renovation of 28 public buildings, including schools, annexed gyms, and a library, to bring them to NZEB standards. This will deliver energy and economic benefits, reduce CO2 emissions, and ensure that the buildings are sustainable, smart, and healthy, with improved air quality through forced ventilation systems (VMC).

The proposed technological measures include: insulation of walls, floors, and roofs; replacement of transparent closures and fixtures; installation of heat pumps and renovation of the radiant floor heating systems; upgrading lighting systems to LED; and installation or enhancement of PV systems, enabling gas-free buildings to operate primarily on PV electricity.

The primary beneficiaries of these investments will be the municipalities, both economically and in terms of air quality, as well as school users and the wider local population. Capacity building and local employment will be supported through the transfer of knowledge on financing and incentive opportunities to municipalities, along with the involvement of local actors in the implementation of these investments.

The implementation of the Investment Concept will also contribute to combating energy poverty. The savings achieved could be used to support low-income families in paying their bills or fund training and awareness activities on energy conservation.
